The problem lies in the size of the organization and capabilities of people.
In a start up environment, there is tight control. The few people who started the company are highly driven and know exactly what they want. While people are improvising all the time and taking shortcuts with ingenuity and cleverness, they are working towards an end result (or even if they are not, they can make some business of what they end up with using Jugaad).
In an MNC, Jugaad ends up being used as a shortcut. The person who is doing the Jugaad is doing so to accomplish his task vs. the task for the larger organization. So, lots of people, lots of Jugaad = total screwup.
